The soft microfleece sits against your skin and holds warmth, and the outer face is a breathable mesh surface, so the cap does not trap heat once you are moving.

Before it goes under a helmet
OSHA leaves the question of what may go inside a hard hat to the maker of the hard hat, and recommends liners designed for it. Read the label in your hard hat, or ask its maker, before the first shift with any cap underneath. For the cold, layers and a covered head and ears are what the cold stress guidance asks for.
